Special Actions AQUACULTURE – INDUSTRIAL MATERIALS – OPEN INNOVATION IN CULTURE

This Action aims mainly to create the necessary knowledge base in specific areas, by supporting research and technology (R&T) to promote innovation, improve competitiveness in dynamic sectors of the economy, and stimulate production at the regional and national levels.

 

Its objectives are as follows:

  • focusing efforts and resources in specific R&T priorities, which are important to the economy and society at large, to maximise the benefits for Greek economy, in accordance with the priorities of the national R&I strategy for smart specialisation (RIS3);
  • developing new or improved products, services or production methods with high added value to improve competitiveness/productiveness of businesses in the specific sectors addressed by special actions, and help them access new markets;
  • strengthening the link between the country’s research ecosystem and its productive fabric, networking the components of the Aquaculture, Materials and Culture value chain, and supporting participation of enterprises in R&T activities.

More specifically,

- special actions “AQUACULTURE” and “INDUSTRIAL MATERIALS” promote cooperation between dynamic businesses and Research and Knowledge Dissemination Organisations for carrying out research, technological development and innovation projects, with results to be taken up and integrated in value chains;

- special action “OPEN INNOVATION IN CULTURE” contributes in landmark research, technological development and innovation projects by developing products, services, methods, innovative research devices, new technologies or other innovative applications and processes enabling interventions for the diagnosis, conservation, documentation and promotion of monuments, works of art, objects and other cultural heritage elements. This will be achieved through development and operation, in real-life conditions, of pilot demonstration facilities accessible to the public in museums, monuments, open excavations, and diagnosis and conservation laboratories using innovative methods (open labs).

 

The Action will allocate funds to activities supporting:

a)   research and development projects (research field: industrial research, experimental development), feasibility studies, outreach/dissemination actions for project results, participation in conferences (Regulation (EU) 651/2014, Articles 25 and 30),

b)   innovation for SMEs (Regulation (EU) 651/2014, Article 28),

c)   participation of SMEs in trade fairs (Regulation (EU) 651/2014, Article 19).

  

Regional allocation of public expenditure per region category and special action is described in the table below.

The Action is co-financed by the European Regional Development Fund (ERDF) under the «Competitiveness – Entrepreneurship – Innovation» Operational Programme (EPAnEK), one of the five Partnership and Cooperation Agreement (the new NSRF) operational programmes for the period 2014-2020; it falls within Priority Axes 01 and 01S, Investment Priority 1b and Specific Objective 1.1.

 

Eligible recipients for this Action are Research and Knowledge Dissemination Organisations[1] and Enterprises[2], as well as Cultural Operators[3] (only for special action “OPEN INNOVATION IN CULTURE”).

In addition, a partnership may include one (or more) entity(-ies) under Other Bodies, treated as Research and Knowledge Dissemination Organisations or Enterprises.

 

Applications for funding may be submitted, depending on the Action, by a partnership of:

  • Research and Knowledge Dissemination Organisations and existing enterprises, or by a partnership of research organisations, or of
  • Research and Knowledge Dissemination Organisations, existing enterprises and cultural operators.

 

The main requirements for partnerships in each special action are described in the table below.

The physical object of funding applications must fall under a specific area of intervention and RTD priority, as designated by the national Research and Innovation Strategy for Smart Specialisation (RIS3), i.e. the Agro-food sector for “Aquaculture”, Materials-Manufacturing for “Industrial materials” and Cultural and Creative industries – Tourism for “Open Innovation in Culture”.

- Building and land costs

- Expenses for contract research

- Additional general costs and other operating expenses deriving directly from the project

- Expenses for conducting a feasibility study.

Innovation Activities (only for SMEs and Research Bodies):

Participation of SMEs in trade fairs:

- Expenses for participation in trade fairs.

 

The Action supports projects within the following total budget limits, per funding application and special action:

Duration of submitted projects must be between twenty-four (24) to thirty-six (36) months.

 

The grant amount for enterprises can reach, depending on their size (small, medium or large), 65%-80% of the budget for industrial research projects and 40%-60% for experimental development projects. Research and Knowledge Dissemination Organisations and Other Bodies, treated as Research and Knowledge Dissemination Organisations can receive grants covering 100% of the project budget. The grant amount for innovation expenses and participation in trade fairs can reach 50%.

 

Applications for funding can be submitted by eligible recipients only through the State Aid Management System (SAMS) in Greek, at http://www.ependyseis.gr/mis, without supporting documentation. The SAMS is used in all implementation stages of the projects.

 

Evaluation of funding applications is carried out by a thematic evaluation committee, comprising three (3) to five (5) members.

 

Funding applications will be evaluated against three assessment criteria, in a 1-20 grading scale for each criterion.

A.   Reliability of potential recipients and capacity for project implementation (weighting factor 25%)

B.   Scientific quality and technical integrity of the proposed project (weighting factor 40%)

C.   Impact – Uptake of results (weighting factor 35%)

 

Funding applications with a total weighted score of less than 12 points or a total weighted score of less than 4,8 points for criterion B will not be eligible for financing.

 

The applications to be funded will be selected on the basis of:

  • ranking of funding applications based on their score
  • funds allocated to the special action concerned, and
  • funds allocated to the category of regions which is to provide financing to the potential recipient.

[1] Research and Knowledge Dissemination Organisations: bodies such as Higher-education Institutions or Research Centres/Institutes, Technology Bodies and University Research Institutes, regardless of their legal status (under public or private law) or financing mode, whose primary aim is to provide education, conduct independent basic research, industrial research or experimental development, or disseminate the results of such activities through teaching, publications or knowledge transfer.

[2] Enterprise: a private and/or public sector unit, regardless of its legal status or size, engaged in economic activity.

[3] Cultural operators: a Ministry of Culture & Sport department or supervised body. Cultural operators will be considered as “Other Bodies, treated as Research and Knowledge Dissemination Organisations”, if respective Action requirements are met, or as Enterprises.
