Responsibilities

Hellenic Foundation for Research and Innovation (ΗFRI-ELIDEK)
 
The Hellenic Foundation for Research and Innovation (HFRI-ELIDEK) was founded by Law 4429/2016 titled «National Foundation for Research and Innovation and other provisions» (Government Gazette issue no 199/A/21-1-2016), as a non-profit legal entity governed by private law.
 
The Foundation aims, at a first stage, at providing funding for research programmes and grant scholarships, thus promoting   the policy for Research and Innovation of Greece. Beneficiaries can be   Greek Universities, research and technological institutes.
 
HFRI’s initial budget amounts to € 240 million for the period 2016-2020, provided both by the European Investment Bank (EIB) under favourable terms (€ 180 million) and the Greek Public Investments Program (€ 60 million).
The Foundation is a financially independent entity under the auspices of the Alternate Minister of Education, Research and Religious Affairs.
 
As per other Greek research-funding organizations, the Foundation’s operation substantially differs from that of the ministries based οn a bottom-up approach with the potential beneficiaries, i.e. higher education institutions and research centers. The country’s academic and research community appoint the HFRI General Assembly members, who subsequently   elect the members of the Scientific Council and the Scientific Council’s Director.  The operational cost is fully   covered by the Foundation’s budget.
 
The rules of exceptional academic performance, transparency and meritocracy will apply  on the financial management of the Foundation.
