The Special Account for Research Grants (SARG) is responsible for:
a) proposing measures guaranteeing its financial resources;
b) drawing up the annual proposal for the GSRT Public Investments Programme (PIP) in cooperation with competent GSRT Directorates and MIA-RTDI and submitting it to the Ministry of Finance General Directorate of Financial Services, following approval by the Secretary General for Research and Technology/Sectoral Secretary for Research and Technology (Government Gazette issue no 31/A/23.02.2018);
c) drawing up proposals for re-allocating and increasing the annual ceilings for appropriations in cooperation with competent GSRT Directorates and MIA-RTDI and submitting it to the Ministry of Finance General Directorate of Financial Services, following approval by the Secretary General for Research and Technology/Sectoral Secretary for Research and Technology;
d) submitting payment requests for actions, projects and technical designs in cooperation with competent GSRT Directorates and MIA-RTDI and submitting it to the Ministry of Finance General Directorate of Financial Services;
e) making payments to beneficiaries for PIP actions, projects and technical designs through the Bank of Greece following respective payment requests submitted by competent GSRT Directorates and MIA-RTDI;
f) managing technical assistance/support projects falling under PIP to underpin GSRT operations;
g) conducting legality audits for payments made to final recipients of PIP actions, projects and technical designs;
h) keeping Class C Books and Records as provided for by the Hellenic Code of Accounting Books and Records to record its financial activities;
i) keeping letters of credit on behalf of the GSRΤ;
j) drawing up the annual budget, report and balance sheet, to be approved by the Secretary General for Research and Technology/Sectoral Secretary for Research and Technology and duly submitted as specified by law;
k) forwarding such information in a physical medium to the Greek Court of Audit on an annual basis;
l) informing on a monthly basis the Secretary General for Research and Technology/Sectoral Secretary for Research and Technology and the of Heads of GSRT Directorates and MIA-RTDI on the financial and management operations undertaken;
m) informing the Secretary General for Research and Technology/Sectoral Secretary for Research and Technology and the of Heads of GSRT Directorates and MIA-RTDI on the results of audits conducted by chartered accountants;
n) addressing any other relevant issues.
