Mandate

Responsibilities

By virtue of Law 4130/2014 titled «Research, Technological Development and Innovation, and other provisions» (Government Gazette issue no 258/A/08.12.2014), as amended by Law 4386/2016 «Regulation for Research and other provisions» (Government Gazette issue no 83/A/11.05.2016), the General Secretariat for Research and Technology is responsible for:

1.    Defining, and coordinating the implementation of, the National Strategy for Research, Technological Development and Innovation (RTDI);.

2.    Supervising the research institutions falling under its responsibility in accordance with the relevant applicable legislation;

3.    Contributing in the specification of the National Strategy for RTDI and carrying out the action plan for its implementation through adequate planning and coordination in cooperation with the corresponding RTDI liaisons and the RTDI Coordination Committee;

4.    Seamlessly linking the National Strategy for RTDI and its implementation action plan with the national plan for the uptake of national and EU funds for the current programming period 2014-2020, as well as any other such period;

5.    Submitting proposals to the Minister of Education, Research and Religious Affairs regarding the drawing-up and regular updating of the Action Plan;

6.    Launching RTDI actions and programmes, proposed by the Secretary General for Research and Technology and approved by the Minister of Education, Research and Religious Affairs; evaluating, monitoring the implementation of, and funding such proposals; certifying the cumulative fulfilment of the conditions for application of the incentives established for RTDI public funding; and exploring the impact of RTDI activities on the country’s economy, society, cultural life, and defense;

7.    Presenting proposals regarding the feasibility of, the procedures and the criteria for, financing actions through national and EU resources, taking into account national priorities, the international conjecture, the need to boost competitiveness and employment and respond to the country’s social and economic demands, as well as the international commitments taken by Greece;

8.    Collecting and classifying research data in order to be able to evaluate the results from implementing the National Strategy for RTDI; producing annual performance reports for research institutions; and regularly evaluating such institutions, according to the applicable legislation;

9.    Producing an annual activity report which reviews research outcomes and the impact of the policy and individual measures and incentives for RTDI development;

10.    Establishing, hosting and maintaining, in cooperation with other supervised bodies, the national registry of researchers and research organisations and infrastructures;

11.    Cooperating with the European Union and international organisations in the RTDI fields and representing Greece thereto;

12.    Organizing national and international events for the promotion of RTDI;

13.    Contributing in the drawing-up of Greek regional programmes with an aim to optimize management of the national and EU resources;

14.    Submitting proposals to the Minister of Education, Research and Religious Affairs for the establishment, modification, merging or abolishing of research organisations, according to the provisions of Article 13, paragraph 5, as in force; providing administrative and secretarial support to the National Council for Research and Technology (NCRT) and the Sectorial Scientific Councils (TES);

15.    Collecting and classifying research data in order to evaluate the country’s progress towards RTDI development against performance indicators, according to standard international practice, as specified in Article 32.
