National Strategic Reference Framework (NSRF) 2007-2013

The National Strategic Reference Framework (NSRF) 2007-2013 constitutes the reference document for the programming of European Union Funds at national level for the 2007–2013 period.

It was drawn up within the framework of the new strategic approach to the EU Cohesion Policy, according to which the NSRF “…ensures that support from the Funds is consistent with the Community strategic guidelines on cohesion and specifies the link between Community priorities and the national reform programme”.

In preparing the NSRF 2007-2013 as a programming document, a significant number of proposals submitted to the Ministry of Finance, guidelines-political choices and quantified data and studies were used as input.

The European Council decisions adopted in December 2005, earmarking European Cohesion Policy allocations for Greece until 2013, the new regulations on EU Funds, as well as the Community Strategic Guidelines on Cohesion, were the framework, among other input, that helped national authorities address the basic parameters of development planning and draw up the NSRF.

Furthermore, the main EU documents pertaining to the revised Lisbon Strategy and the National Reform Programme for Growth and Jobs 2005-2008 were taken into account in shaping the key strategic choices-priorities, since they constitute central long-term EU choices, to which the new NSRF development policy must also contribute.

In light of the above, the NSRF targeting was structured over 4 levels: (i) the NSRF strategic objectives level; (ii) the thematic (5) and spacial (3) priorities level as required by the general regulation on funds; (iii) the general objectives (17) level breaking down each thematic priority; and (iv) the specific objectives and main means of implementation level.

Furthermore, the development strategy was defined taking also into account national policies laid down in strategy documents including the National Strategy Report on Social Protection and Social Inclusion 2006-2008, the Digital Strategy 2006-2013, the “Transport Development Plan for 2007-2013 and over the next 20 years”, the National Ports Policy, the Rural Development National Strategy Plan 2007-2013, etc.

The financing framework was outlined according to the European Council decisions adopted on 16th December 2015 and the provisions-limitations of the new regulations, and structured on the basis of the development needs by sector and by Region for the forthcoming period, taking into account the need to complete ongoing projects of the previous programming period as well as the requirements for actions supporting the Lisbon Strategy. A fundamental decision was to use the new programming period budget in an optimal way in order to achieve balanced regional development in Greece.
